Presentation of the 2020-2030 Hydraulic Development Program in Las Tunas

With the participation of all the organizations involved, the Engineer Mirtha Odalis García Rojas Delegate of the INRH in Las Tunas, accompanied by the Engineer Luís Enrique Avilés Salazar, Deputy Director of said delegation, presented in the Jobabo municipality, the Hydraulic Development Program 2020-2030 , emphasizing that it has the general objective of strengthening the operation of the Provincial Delegation of Hydraulic Resources (DPRH) in this eastern territory as the authority of terrestrial waters and governing the National Water Policy (PNA), focused on maximizing the performance of the country's water resources and hydraulic infrastructure in the process of economic, social and environmental development, providing security, while its specific objectives are aimed at responding to the guidelines of the PCC in this sector, which are specified in the following :

  • Materialize the Hydraulic Plan of the territory and the development of the hydraulic infrastructure of third-party owners expressed in access, sufficiency, accounting, efficiency and sustainability in the use of water.

  • Optimize the integrated hydraulic use based on the protection of water and the environment, as well as the rational and productive use of water.

  • Organize, expand and sustain safely managed drinking water and sanitation services.

  • Improve the effectiveness of the DPRH as a territorial authority for water governance.

Among other essential aspects for the hydraulic development of the Jobabo municipality, the participants debated the real state of its hydraulic infrastructure, from a total of 64 works, of which the UEB of Aqueduct and Sewerage has 33, of which 31 are stations of drinking water pumping, 1 water treatment plant and a desalination plant. Of these, 29 pumping stations are certified. In indissoluble relationship, the Hydraulic Exploitation Company has 6 hydraulic works in the Jobabo municipality, of which 2 Dams, 1 Canal of 7 km, 1 rain gauge network of 22 equipment, 1 network of 35 Observation Wells and 1 hydrometric station. Being certified Lavado Dam, the rainfall network and the network of observation wells, and in charge of other Organizations, the program includes: five micro dams in charge of the MINAG: Las Tablas, Loma Quemada, la Escondida, Bijao 1, Bijao 2, 18 Pumping Stations, of which 6 are run by MINAG, 10 by MINED, 1 by MINCIN and 1 by MINSAP, 2 Stabilization Lagoons; Melanio 1 (MINED) and June 14 (MINSAP).

Even though, during 2020, 42 hydrometers were installed in the Residential Sector for an accumulated amount of 1,575, which represents 100% working, while in the State Sector there are 143 hydrometers installed, which represents 100%. At present the hydraulic resources per capita in the Jobabo municipality are affected by the impacts of the drought and technical problems in the work with prevention, causing that the total hydraulic infrastructure does not store the expected volumes, therefore; the gradual development of hydraulic infrastructure in the municipality will lead to an increase in hydraulic resources per capita.

Regarding the sanitation service during 2020, a total of 28 repetitive graves were identified and signed with the mayor of the municipality, of which 17 are cleaned more than three times a year and the rest more than 5 times, 12 repetitive graves were repaired in the Amancio municipality.

For the year 2021, this Hydraulic Development Program of the DPRH in Las Tunas, in the Jobabo municipality, proposes among other actions: Rehabilitate the Birama and Mejías conductors, Install water supply networks in the city and the Los Solares distribution, Rehabilitation of EB Poso Salado and EB Ciruelito, EB Rehabilitation of the Jobabo, Palo Seco, Rancho Alegre and Mejías elevated tanks, Rehabilitation of the dump and repair of the road, as well as the rehabilitation of the Las Lajas reservoir in Jobabo to recover 7.30 hm³, affected by technical problems and 8.30 hm³ due to contamination in the Lavado dam, the actions to be carried out include the construction of hydraulic networks in the Nuevo 6 housing complex, with a population to benefit 2,660 inhabitants, while for greater maintenance in 2021 work will be carried out in the improvement of the service with the following actions: certify the Desalination plant On the 12th, for the year 2022 it is projected to certify two Stations pumping; Poso Salado y Ciruelito and for the period 2026-2028 it is conceived to certify four works, of which a Las Lajas dam, two canals and the hydrometric station.

In the Sanitation area, by 2021 the repair of 160 repetitive pits is planned throughout the territory, in addition, actions are foreseen for the construction of dumping points of pits that allow reducing the cost of fuel mainly in the Amancio municipality, solve 28 Repetitive graves, check that the solutions are adequate so that they stop being repetitive, as well as identify of the 28 repetitive graves, how many belong to vulnerable nuclei.

For the period 2022-2023, the construction of the Serven community aqueduct system is planned with 640 inhabitants, and for investments in the year 2026-2030 the construction of the Jobabo Aqueduct System is planned, benefiting 13,446 inhabitants.
